" 'You talk about affordability, you talk about opportunity, it really starts with housing,' Lamont said. He was backed by about 20 regional and local leaders, both Democrats and Republicans, during a late-morning news conference on a vacant, litter-strewn parking lot in the middle of a 28-acre site of a planned development on the east bank of the Connecticut River, including an office building that will be converted into housing units.
'This bill tells mayors and first selectmen, 'What do you want your town to look like in five or 10 years and start planning accordingly?' Lamont said. 'Where do you want that housing to go? Are you going to zone accordingly? We want to be your partner. Talking to the small towns, they said, 'Look, I need sewer and water before I can start building housing in my smaller downtown areas.' We said the state is going to be your partner in what you need to do.' "
